Our story.

Radiant Roadways was founded in 2026 in Colorado by a group of engineers and traffic safety professionals. Our technology was developed in Colorado by Ross Cohlmia, Warren Linn, and Tom Serra — licensed Professional Engineers with backgrounds spanning aerospace, defense, and industrial programs.

We saw a market full of partial solutions — bright signs with no intelligence, smart signs with no durability, connected signs with no compliance documentation. Nobody had combined illumination, detection, and connectivity into one infrastructure-grade platform.

RADROAD-APEX is the answer. A modular system that starts with best-in-class illumination and scales to detection-triggered, connected configurations. Built for permanent or temporary DOT installation. Designed to pass every procurement checkpoint.

Founder, CEO & Chief Engineer

Licensed Professional Engineer with 16+ years leading advanced spacecraft, defense, and industrial programs, layered on 5+ years as a welder/fabricator and nearly two decades in small-business operations — from his father's retail garden center to the service line. A builder-leader who pairs aerospace-grade systems engineering with hands-on manufacturing expertise as a Certified Welding Inspector and Master Welder. Multiple issued patents and a track record of owning the technical baseline from concept through production. Founded Radiant Roadways to bring that discipline to roadway infrastructure.

Retired U.S. Navy veteran with over 20+ years of extensive experience in traffic safety and Intelligent Transportation Systems (ITS). Brings deep industry relationships and operational knowledge from multiple ITS companies as well as public sector cooperation to drive go-to-market strategies.

Tom Serra

Tom Serra, PE

Principal Mechanical Engineer

Licensed Professional Engineer (Colorado) who owns the mechanical design of the RADROAD-APEX platform — the enclosure family, overhead housings, and structural and wind-load reviews to AASHTO standards. More than a decade of mechanical design across aerospace, defense, and medical-device programs — from latch and structural systems to integrating microcontrollers, antennas, and power modules into ruggedized enclosures. Deep in CAD, finite-element analysis, GD&T, and design for manufacturing, with structural analysis carried under a PE seal. A named inventor on multiple patents who engineers hardware to be built, not just drawn.

Warren Linn

Warren Linn, PE

Director of Build, Quality, & Compliance

Owns the path from design release to certified, production-ready hardware across the RADROAD-APEX platform. Leads UL 48 and FCC Part 15 certification, the codes-and-standards register (MUTCD, AASHTO, NEC), and Buy America domestic-content traceability. Owns the Master BOM and the supplier and test-house relationships — negotiating terms and attending witnessed tests, including crash testing in Texas — along with the in-house quality plan from incoming inspection through first-article and acceptance testing. The discipline that turns a released drawing package into shippable hardware, with the documentation to prove it.

Director of Sales & Operations

Sales and operations leader with more than a decade building commercial teams and revenue engines across global enterprise organizations — from Sales Director over a nine-brand portfolio to Enterprise Account Director at LinkedIn. Owns the build-out of Radiant Roadways’ sales organization and operations: CRM implementation, sales process and SOPs, proposals, and pilot operations. A Salesforce power user who pairs data-driven account management with deep customer relationships, running everything from executive strategy sessions to onsite engagements. Owns the customer journey from first contact through follow-through, turning a growing pipeline into a repeatable, scalable sales motion.
